I would say because the localization of the Electrons (responsible for bonding) inside a positive "dough" could be an obstacle.
Explanation:
This is only my opinion but to be able to bond, the atoms will tend to share electrons (external) creating a kind of common "negative" cloud covering them. If you consider the Plum Pudding model the electrons are highly localized inside a "dough" of positive charge that should make this sharing quite difficult to achieve.
I see it as a person (electron) trying to shake hand with another but surrounded by a lot of people that do not move and, basically, screen him from the other.
