C. the electron gains energy

Explanation:

When an electron moves to a higher state ,it means that the electron is excited !!!!!! or any state above the ground state

By states I mean the principal energy levels or electron shells named as

(n = 1,2,3,4,5,6,7,............)

n = 1 is shell which is closest to the atom's nucleus

For example

These shells are also represented as letters starting from K
n=1 is said the K shell
n = 2 is said the L shell
n=3 is called the M shell...............................

Therefore the no. of electrons in K shell of carbon is 2.

When the electron moves a higher state from its ground state it gains Potential Energy as it feels less attraction from the nucleus.
While when it moves a shell below like n_2 to n_1 it loses Potential energy and feels more attraction from the nucleus.
