For motion in a circle of radius #r#, where period for one rotation is #T# the angular velocity #ω# is given by the expression

#\omega =\frac {2\pi }{T}=2\pi f=\frac {d\theta }{dt}#
It has units radians per second

Also the linear speed #v# of the object traveling in the circle is
#v = (2 π r)/ T = ω r #

For angular velocity to be zero, either
1. #T=oo#, or
2. Frequency #f=0#, or
3. #v=0# or
4. radius #r=oo#
