At the bottom all potential energy gets converted into Kinetic energy of the roller coaster car.

Ignoring friction and using law of Conservation of energy we get
mgh=1/2mv_max^2
=>v_max^2=2gh
=>v_max=sqrt(2gh)

Inserting values we get
v_max=sqrt(2xx9.81xx35.4)
=>v_max=26.4ms^-1 rounded to one decimal place.
