Well, the answer is of course you can.

And how? How else but by doing the experiment? Getting a sample of stuff, and seeing if it will go up in water. But you realize, that most things react when they dissolve in water. Gases too, have substantial water solubility, and boiling the water usually, substantially reduces the gas solubility.
