This is because polar bonds are formed by the transfer of elecrons.One part aquires the positive charge and other part squires the negative charge.Thus there is a strong force of attraction between the particles and polar bonds are stronger.
On the other side non-polar bonds are formed by sharing of electrons or overlapping of shells.In this electrons come very close and they have a string force of repulsion.Thus non-polar bonds are weaker.
