Shielding effect or screening effect is the decrease in the attractive force exerted by the nucleus on the valence -shell electrons.

Depends on:
1) the number of inner-shell electrons or inner shells.
2) type of orbital occupied by the electrons.

in simple words, the positively charged nucleus attracts the oppositely charged electron.For a large atom the nucleus cannot effectively attract the valence electrons because of the intervening electrons( that lie in between the nucleus and the valence electrons).This is called shielding
