The classic explanation of this was that the polarity of water (partially positive hydrogen side, partially negative oxygen side) causes this effect. The explanation says that the somewhat positive hydrogen side water is attracted to the negatively charged ruler which causes the stream of water to bend because opposite charges attract.
There is debate about the actual cause of this effect, but the polarity of water is what you'll find in the majority of textbooks out there and it's probably what most high school teachers teach.
One alternate explanation claims that the deflection is more likely the result of attraction of dissolved ions in the water to the negatively charged object.
