Basically, what this means is that using links to other online resources should not constitute an answer. It's always best to try and explain things in your own words and using your own understanding of the underlying concepts.

When people just add links to other websites as their answer, all that does is reshuffle information that's already available somewhere else.

Links to other websites, as well as images, video, or other media, should be used to emphasize an answer, not "be" an answer.

So, as a conclusion, use whatever knowledge of the subject you have as explanation before posting links to other websites. Who knows, someone might find your explanation extremely useful!
