Why must you wear safety glasses or goggles at all times while you are in the laboratory, even when you are not personally working on an experiment?

In case someone else is working on something, and it creates a hazard, but mainly "because the rules say so".

Explanation:

You might not be personally working on an experiment, but someone else in the lab might be, and their experiment might create a hazard.

Of course, you might say "But I would be able to see whether or not anyone else was working in the lab....if I can see there's nobody else working on anything, why wear the goggles?". Yes, good point.

However, this relies on people understanding, judging and assessing risk, so the general approach is to assume that nobody is able to do that, and hence you wear safety gear even when there is clearly no risk.
