I don't know if we're being asked for an essay against the idea of Brain Drain or against its practice, but a decent writer could argue either way.

Explanation:

I spent a minute looking up Brian Drum before I looked again.

Brain Drain is also known as human capital flight. It's a funny term, to me connoting a view of humanity like industrial equipment or cash in the bank. The typical story is a war or lack of opportunity in one country makes many of the skilled folks actually able to leave seek opportunities in other countries. Think about European scientists coming to the USA before and since World War II, or the fleeing of Iraqi and Syrian professionals from their countries.

An argumentative essay against Brain Drain.

I can take this two ways: Most countries argue they're victims of brain drain, losing some of their best folks to the US. So they're against Brain Drain.

Some sociologists think the idea of Brain Drain is pretty much wrong; it doesn't happen much and a country benefits when some of its skilled labor emigrates to learn new stuff because some of them bring the skills back home. These sociologists are against Brain Drain.

So you can go either way on this one. If I had to write it and didn't already have a strong opinion, I'd go with these sociologists. It's surprising and interesting to hear Brain Drain isn't bad, or isn't all bad, and may be a myth entirely.

Writing is easy. I babbled on for five paragraphs after skimming the beginning of a Wikipedia article . You'll think of something.
