The lowest point in the curve of your liquid, and you need to know it to get a precise reading of your sample.

Since mostly everyone in the scientific community reads the measurement of a liquid from it's meniscus, it would be more accurate for everyone to read the amount at the same point rather than having different readings.
Ex. If you read a liquid from 2.21 cm and someone else read 2.20 cm, that can impact data gathered.
