The given equation is, #y=1/3x+3#

for simplicity, lets multiply the entire equation by 3,
#=> 3y= x+9#

Now, put in #x=0# and find the value of #y# from the equation.
#3y= (0)+9#
#=> y=3#

Then, put in #y=0# and find the value of #x# from the equation.
#3y= x+9#
#3(0)= x+9#
#x=-9#

Plot the graph using these values.
