.....in general, a reagent is a chemical substance added to a system in order to cause or achieve a specific chemical reaction. For example, you could say that adding potassium permanganate leads to oxidation of (a specific compound) and that the potassium permanganate is a "reagent" used to cause oxidation.
In general terms, the "substrate" would be the substance of interest that is being studied. So, for instance, if we are interested in the addition of a protic acid to an olefin, (HCl to propylene for instance), the olefin would be the "substrate".
Substrate also has a specific meaning in enzyme chemistry, where it denotes the molecule that is acted upon by an enzyme.
