You can make it with acetic acid and hydrogen peroxide, with a strong catalyst.

$C_{2} H_{4} O_{2} + H_{2} O_{2} \to C_{2} H_{4} O_{3} + H_{2} O$ $C_2H_4O_2 +H_2O_2->C_2H_4O_3+H_2O$

So an oxidation reaction I believe, where an oxygen from hydrogen peroxide is given to acetic acid to form peracetic acid and water.
