If a line is parallel to another line then it has the same gradient, so if

#y_1 = -5x+3#

then

#y_2 = -5x+b#

To know what the constant #b# will be (this is the y-intercept) we simply substitute the point #(x,y)=(7,4)# into the equation

#4 = -5xx7+b = -35+b#

#b = 4 + 35 = 39#
