Explanation:
Valence electrons are the electrons in the outermost energy level. An easy way to tell how many valence electrons an element has is to look at the group #’s. So: all elements group 1 has 1 valence electron, group 2 has 2, but you skip groups 3-12 (the elements in these groups a.k.a are transition metals whose valence electrons varies) & then move on the group 13 which has 3, group 14 which has 4 & so on until you get to end of the periodic table.

The elements with valence electrons in the fourth shell (as opposed to elements having four valence electrons) are the elements in the fourth row of the periodic table, from potassium through krypton.
