In diamond, all the carbon atoms are arranged with a strong network in between.

All the carbon atoms in diamond are #sp^3# hybridised resulting into tiny tetrahedral structures. Hence, all the carbon atoms are interconnected.

Thus, there is no electron left free in diamond. Hence, it conducts no electricity.

While in graphite, the carbon atoms are #sp^2# hybridised resulting into tiny planar structures. Thus, one electron per carbon atom, remains free.

Hence, the delocalised electrons can easily move in the layers of graphite, thus conducting electricity.
