They are just two perpendicular vectors, normally horizontal and vertical (though I've not heard them described like this before I think that is what is meant.)
Explanation:
Any pair of perpendicular vectors could be described as forming the perimeter of a rectangle. The order in which they appear doesn't matter as vector addition is commutative.
I suspect you will be asked to find the resultant which is the hypotenuse of the right-angled triangle if I have understood the question correctly.
