Start by expanding the brackets

$- 31 + 4 x \geq - 5 x + 12 x - 16$ $-31+4x>=-5x+12x-16$

Bring all the x's to one side and numbers to the other

$5 x + 4 x - 12 x \geq 31 - 16$ $5x+4x-12x>=31-16$

Simplify

$- 3 x \geq 15$ $-3x>=15$

Divide through by -3. As this is a negative the inequality sign needs to be flipped

$x \leq \frac{15}{- 3}$ $x<=15/-3$
