You have to plot -7 as a point on the y-axis. Then you go up three and over one for your slope in order to draw your line:

$2x+3y=12$

This can be rewritten as $y=4+2/3x$ . Then you plot 4 as a point on the y-axis and go up 4 and over 1 as well.
