General B. McClellan, leader of the Union forces, failed to "finish off" General Lee's troops for the following reasons...

1 Compared to Ulysses S. Grant, McClellan was very timid and intimidated by the Confederate army and Lee's forces, always trying to go for bloodless victories, which wouldn't guarantee any type of victory.

2 He didn't take the opportunities when he had them. First, he failed to press the advantage gained by a surprise attack in the Peninsula Campain and instead moved slowly, giving the Confederates time to recuperate and fight back. Then, at Antietam, the Union discovered Lee's plan before time. Although he acted aggressively and tried to cut off Lee, he ultimately did not succeed because his uncoordinated, single attacks were no comparison to Lees fast line of reinforcements and attack.
