Well, there are about 3.28 feet in a meter, so 4 meters * 3.28 feet each = about 13.12 feet. 4 meters is longer than 13 feet.
You could also divide 13 feet by 3.28 to put feet into meters. 13 ÷ 3.28 = about 3.96 meters. The comparison works either way.
