Explanation:

let #x/4 + y/8 = -3# be as A
and,
#x/2 - y/4 = 1# be as B

now.
multiply whole equation A by 8, we get,
2x + y = -24

also,
multiply whole equation B by 4, we get,
2x - y = 4

Solving both the equations we get,
x = -5 and y = -14
