Explanation:
The island of Hispaniola was initially a Spanish colony, but pirates and (later) the French settled the western third of it (as well as the nearby island of Tortuga). The Spanish part became known as the Dominican Republic and the French part, Haiti. France nominally controlled Haiti (known as Saint Dominique) until 1803, when rebel slaves, led by Toussaint l'Overture, expelled the French land- and slave-owners and became the Western hemisphere's second republic, Haiti.
Things only got sadder after those heady days, unfortunately, and Haiti is the poorest nation in the Americas.
