a carboxyl group can accept hydrogen that will be basic and
a amino group can donate hydrogen that will be acidic

Explanation:

amino acids are amphoteric in nature also called zwitter's ion because in a neutral amino acid solution amino group tend to loose proton while carboxyl group will accept it thus the overall charge remain same.
in amino acids side chain also contribute in charge and pH, different amino acids have different isoelectric point where the net charge of amino acid is zero
