32 kilometers. However it depends on the quality of the baloon material and how much helium that baloon contain.

Explanation:

In my internship we sent a radiosonde baloon to air. Which is a huge specially made extra ellastic baloon filled with helium. And it had gps system on it. We saw from the Computer that it passed through the tropopause (which is around 11 km) and the last location of the baloon was somewhere in the stratosphere when we lost gps connection.

According to Caltech website a Helium baloon can go maximum 20 miles (32 kilometers) from the earth surface.
