12% 3.000.000
1% x

#12*x=3.000.000=>x=(3.000.000)/12=250.000#

Since 1% is 250.000 then 100% is #250.000*100=25.000.000#

Explanation:

I would use fractions to relate percentages and quantities as:
#(100%)/(12%)=x/(3,000,000)#
the two fractions must be equal so you get:
