Before they came to such an agreement, other units were used to measure physical quantities. For example, length was measured in units like foot, yard or mile. A unit may be converted to other units by using a conversion factor but before that and during that time, it was inconsistent and could give an inaccurate measurement. Besides, different countries have different styles and unit of measurements. So this different measurements would lead to confusion in terms of information transfer between different countries.
