$9 \cdot \left[\frac{5}{9}\right] = \left[\frac{28}{b + 17}\right] \cdot 9$

$\left(b + 17\right) \cdot \left[5\right] = \left[\frac{28 \cdot \left(9\right)}{b + 17}\right] \cdot \left(b + 17\right)$

$5 \left(b + 17\right) = 28 \cdot \left(9\right)$

$\left[5 b + 85\right] - 85 = \left[252\right] - 85$

$5 b = 167$

$b = \frac{167}{5}$
